No ALTPLL in Quartus II 13.0 available?

Hi,

I have to work with a Cyclone II and found that the old Quartus II 13.0 is the latest version that supports this family.

I want to instantiate a pll but the IP core / Megafunction is grey in the MegaWizard and I haven't found any info on why there is no altpll available or how else I could instantiate a pll.

The version I use is the free web edition 13.0sp1 and I have Quartus Prime 16.0 installed as well if that might interfere somehow.

Does anyone know why I cannot use the IP core?

Or does anyone now how to instantiate a pll without the IP core?

      unfortunately, no. I don't see any upgrade options.

        I found a solution in an old thread.

        I can use the PLL in the IO section of the megawizard. I just looked at the ALTPLL in the pll section.
