Is Tri-state Conduit Pin Sharer necessary?

In the Avalon documents, the Generic Tri-state Controller, Tri-state Conduit Pin Sharer and Tri-state Conduit Bridge are used in the same time.

If there is only one Generic Tri-state Controller, is Tri-state Conduit Pin Sharer necessary?
