Honored ContributorThere isn't any EPCS on that board. The FPGA configuration should be stored in the parallel flash instead. If you have a look at the kit documentation, you'll find information on how and where to flash it.
The Max II CPLD is just here for the USB blaster functionality and you don't need to do anything to it.
