Honored ContributorThe Best I could find was this.. The package doesn't seem to in use on current device families.
http://www.altera.com/literature/pcn/pcn1002.pdf The RQFP is basically a PQFP with a service exposed heat slug/spreader made from anodized aluminum (after 2010) or nickle plated copper before 2010. They call it the Power Quad Flat Pack package. for it's better heat dissipation. Pete
