what is AS X4 option in "Convert Programming file" of Quartus?

When you program the EPCQ device via the AS programming header, it programs it x1. That is what the statement from the datasheet is referring to.

However, when the EPCQ device programs the FPGA it can either do this x1 or x4. That is what you're selecting when you generate a programming file via the 'Convert Programming File' window. Since your kit supports a EPCQ256, connected as a 'quad' device, you can select x4 when generating your programming file.
