what do i need to run a FPGA chip

Question

I bought a cyclone II EP2C20Q240 , and i want to download a simple program in it by JTAG, what do i need?

NOW ,i have connect the vcc=3.3v and GND to the chip,the 50MHZ crystal is also ok; And other connections follow the configuration handbook at page 670 JTAG configuration of a sigle device using a download cable ;

But why i can't download the program to the FPGA by Quartue II ?

anyother connections do i need?

when i download the program  with a usb-blaster by quartus II ,and  click the start.it  showed the error" can't access the JTAG chain".

I usually use QuartusII under Linux, errors like this are commons if you do not have the permissions on the /proc/bus/usb/ directory, in particular to the one containing the USB Blaster device.
