I usually use QuartusII under Linux, errors like this are commons if you do not have the permissions on the /proc/bus/usb/ directory, in particular to the one containing the USB Blaster device.

I think the quartus II is ok. Because when i download the program on DE2 by usb , it runs well. But I'm not sure about the connections of the cycloneII . All i did is just connect the source, 50MHZcrystal, and the jtag configuration as followed.
