Honored ContributorThe VIP Suite is a collection of Modules to manipulate video and image data. You can evaluate the suite completely free, while using the open core feature. This means you will have to keep your target system connected to the Quartus to keep it running, but you can download the sytem to the hardware and verify it this way.
If you want to implement the system in an external hardware as standalone, you will have to buy the IP Core. You can find all required information at the altera website, perhaps read a bit more into it: http://www.altera.com/products/ip/design/ipm-design.html If you want to buy the VIP Suite, you can look into it's user guide. The MegaCore Store name is IPS-VIDEO. So you will have to get an altera account, search there for the license. Good luck. (If you want to license further modules like DDR Controller, watch out for the Altera collection. They have got a pack of cores delivered together with the subscription version of Quartus, so perhaps this is a option for you. The VIP Suite is not part of that collection, I think.)
