video and image processing

i have the altera video input daughtercard(it is provided with the kit, having 2 decoder tvp5146) and cyclone II (EP2C70) FPGA.

the daughter-card has two video input channels that take video into PAL/NTSC formate.

cyclone II board has the VGA port.

i want to input video in NTSC formate from the video input daughter-card and display at the VGA port in real time.

Is it possible to implement this without using the Processor (Nios II) in real time?
