use HPS without any FPGA configuration ?

It depends on the device. For Arria 10 and Stratix 10, the HPS makes use of the FPGA hard memory controllers, so some configuration of the FPGA is required before fully booting the processor. Other than the memory interface, though, the FPGA can be blank. For Cyclone V and Arria V, no configuration of the FPGA side is required if the HPS uses its own hard memory controller.
