USB BLASTER TROUBLE WITH QUARTUS ii V11.0

That only proves that it can work somehow, but doesn't actually help in finding the problem.

Anyway, it works now, after the usual Windows magic dance of installing, deinstalling and restarting, but otherwise not actually changing one byte of the application in hand. So it seems like someone at Altera screwed up in terms of application prerequisites (perhaps something in the registry).
