USB BLASTER TROUBLE WITH QUARTUS ii V11.0

11.0 sp1 has a fix for this. Until that comes out your best bet is to keep running the 9.1 jtagserver:

  1. Install 11.0 WE, open the programmer window once with admin rights

  2. Install (or have previously installed) an older version

  3. Run the following commands from a command window:

  4. jtagserver --uninstall

  5. <where/you/installed/9.1>/bin

This should get you a working system
