Honored ContributorI just setup USB blaster on Win 8.1 not long ago. Can't remember how I did it exactly, but did not encounter difficulty installing the driver. And SOF download works afterwards.
Did you follow the instructions at, http://www.altera.com/download/drivers/usb-blaster/dri-usb-blaster-vista.html ?
