Hi,
Yes, you can power down the VCCIO voltage of unused I/O banks except I/O Bank 2A in Intel® Arria® 10 devices. explain, please, that means "power down": 1. I can switch off VCCIO voltage of unused I/O banks after the power-on all FPGA VCCIO voltage? or: 2. I can not connect VCCIO voltage of unused I/O banks on the pcb board and leave VCCIO pins of unused I/O banks float? - Altera_Forum
