You need to add the correct path to Tools>Options>EDA Tool Options.
I have C:\altera\14.1\modelsim_ase\win32aloem in ModelSim-Altera. You probably need the same, if you are using the Web edition. - Altera_Forum

Have you actually got ModelSim installed at that location?

Are you able to open modelsim executable in C:\altera\13.1\modelsim_ase\win32aloem\modelsim.exe?

the extra slash there might make a different for old version of Quartus II

Hi,
I use the Quartus II ver. 15.0.0.0 web edition on Linux. When I select "Run simulation tool", display the dialog and can not launch modelsim.
