TSE PCS Restart

I am on a arria 10 HAN Pilot Platform devkit.

I have set up a soft TSE IP w/ DMA connection and to a marvel 88E1111 phy chip to RJ 45.

This is what the output of the terminal screen.

Does anyone know why i cant get a IPv4 address?

    From the picture attached, it looks like TSE link is down.

    Kindly check on the ethernet link.
