Trouble Installing Stratix 10 Device in Quartus Prime Pro 18.1

I have been trying to install the Stratix 10 Device into Quartus Prime Pro v18.1 and keep running into the same issue (error message attached). I am using the following files downloaded from the quartus website:

• stratix10-18.1.0.222.qdz
• QuartusProSetup-18.1.2.277-windows.exe
• QuartusProSetup-18.1.0.222-windows.exe

I ran both the Quartus Installer and the Device Installer as administrator. Both installers display the same error message when trying to install the Stratix 10. I have successfully installed the Aria 10 into Quartus Prime Pro. Re-downloading the Stratix 10 QDZ file did not help the problem.
