Stratix V board power cycled during fpga programming -->no longer possible to program

While programming a stratix V fpga (using JTAG) the board was unintentionally power cycled. Now it is no longer possible to access the device using the programmer. Message is 'Can`t access JTAG chain...

I did a voltage check on the JTAG pins, looked ok. My theory is that the fpga is damaged, i`m using another board now.
