Sof2flash failing Quartus 12.0 ArriaIIGX125 Development Kit

I am getting a fatal failure what I try to run either Flash Programmer of Command Shell and sof2flash utility

$SOPC_KIT_NIOS2/bin/sof2flash --input="C:/altera/kitagxii125/kits/arriaIIGX_2agx125_fpga/examples/board_update_portal/a2gx125_fpga_bup.sof" --output="../flash/a2gx125_fpga_bup_ext_flash.flash" --offset=0x640000 --pfl --optionbit=0x00018000 --programmingmode=PS --log="sof2flash.log" --save

Also tried FPP options. I am using the default .pof and .sof that came with the Kit download. I am using Windows 7 Professional as the OS. I also tried 13.0sp1 and this gave me the same issue.

I can not seem to cut and paste the error but a screen shot is included. Any ideas on what is wrong?
