Hi,

If I understood you correctly, you want to set one of the Cyclone's pin low. You can do this via boundary-scan, for example, using TopJTAG Probe software http://www.topjtag.com/probe/ (http://www.topjtag.com/probe/). Put Cyclone into EXTEST mode and you will be able to sense and control signals on its pins.
