Question for download to EPM3256ATC144 via JTAG

I want download program to EPM3256ATC144 via JTAG, use USB Blaster in QuartusII. But I found the following problem:

1) I could ERASE the CPLD successful.

2) "JTAG Chain Debugger" of QuartusII checked everything is good.

3) But I could not download to the CPLD, the following will be showed when download via JTAG:

3.1 Error: Can't access JTAG chain

3.2 Error: Can't recognize silicon ID for device 1

4）I get the USERCODE is FFFFFFFF

I want to know which cause these problem and how to solve it. Thanks

    What sort of chip does the Quartus programmer auto-detect the hardware as? "Can't recognise silicon ID suggests that you might have selected the wrong device in Quartus or something like that".

    Thanks. The Quartus programmer auto-detect the hardware as EPM3256ATC144 which is the same device I set in the project.

    I can't solve these trouble till now.

    If it all matches up then my guess is that you have some sort of noise issue affecting your jtag pins. Sorry I can't be more specific.
