Question about Monitor

Hello, is it possible to synthesize the "monitors" on the altera fpgas'. There are Monitor IPs such as Avalon MM Monitor. Can I synthesize such "Monitors"?

Step (a) includes the statement "Standard, BFMs for standard avalon interfaces", and you need a pcie bfm to test a PCIe design, so (b) is the only solution.
