Quartus Programmer Hardware Frequency

Hi all, is they anyone know how to change the hardware frequency (usb download cable II) from the command mode? I am able to change it from GUI, but it will change everything the USB is unplugged. regards, TK

    jtagconfig --setparam <download cable #> JtagClock <frequency>
