The EPC1213 and EPC1441 are small DIP8 one time programmable configuration devices.
They are programmed thru MaxPlusII/QuartusII via the ByteBlaster/USBBlaster cable.
They are NOT JTAG devices. The data sheet does not specify how to write to the devices.
Your referenced EPM7064 and EPM7128E devices are not JTAG reprogrammable, they use the old parallel pin algorithm.
The EPM7160S is a JTAG device and can be programmed via JTAG or the old parallel pin algorithm.
Unfortunately none of the programming algorithms are public knowledge.
Third party programmers like Xeltek or EEtools devices can program these parts, they have signed NDAs to get access to the algorithms.
I suspect even today you would need to justify your need and sign an NDA with Intel to get the algorithm.
