programming EPM7032LC44-15

its written in datasheet of max 7000 series that only S series provide JTAG interface programming.i want to know about programming a simple EPM7032LC44-15(it is not S).kindly asnwer this.what is speed grade of device?? can i count random time between to pulses(+ peak) of width nanoseconds using a EPM7032LC84-10.will delay of this device couse error? upto how much nanoseconds resolution i can measure?
