Programming Arria 10 after setting non-volatile key and tamper protection

Hello, I set the non-volatile key and tamper protection in Arria 10 (I checked using the KEY_VERIFY via JTAG and everything seems good). The thing is I can't load my JIC using Quartus Programmer...
