I've never seen an Altera/Intel originated .pof specification. I saw a third-party description, referring to MAX5000 series b.t.w.
.pof is packing arbitrary programming data, e.g. a flash image into a file with some header, the meaning of binary data isn't defined by .pof spec, I guess. We are e.g. reading Arria 10 GX .pof file by our flash programmer tool. It contains the flash target addresses along with the data.
