The EPM7032LI44-15 device is not a JTAG compliance device. This means that EPM7032LI44-15 device is not built with JTAG BST circuitry hence does not support ISP programming method. This is the reason why Quartus software and USB Blaster cable is unable to access the EPM7032LI44-15 device since this device does not have JTAG pins. This information can be found under Table 4. What I can suggest that you can try to contact 3rd party vendor that offer MAX7000 device programming support. Please refer to the following link for the 3rd party programmer vendors that support Intel FPGA (Altera) device programming:
