Problem in accessing Quartus license outside of the United States

While in US, I was working with Quartus for my Verilog design. I could access the license while being in the University, or by using remote access VPN outside the university. Now, I am back to India and I'm able to access all other software using remote access except Quartus. It's not able to access the license. I have confirmed with the university that Quartus license in running on their servers. Any explanation/suggestion is welcome!
