The pin is called CONF_DONE on MAX 10:

Still this question, just on page 30 of your datasheet link, I can see "The initialization sequence begins after the CONF_DONE pin goes high. Theinitialization clock source is from the internal oscillator and the Intel MAX 10 devicewill receive enough clock cycles for proper initialization."
