Just a heads-up, and this may have nothing to do with your problem, but the MAX10 has a bug when programming .pof. All the pins are supposed to be floating during configuration, but some get configured as outputs and may contend with chips on the board that are trying to drive those pins. This can cause high current and weird problems. There is a way to get around it by selecting a particular programming option, but I forget what that is at the moment.

I have also faced a similar issue regarding the .pof file programming on the MAX10 FPGA. It doesn't program upto 4% but fails immediately even though the .sof file of the same design is flashing successfully. Have you come across this issue and fixed it. If so, do you remember what that workaround programming option is?
