Hi,
it depends. MAX10 has unique 64 bit chip ID, most FPGA have only JTAG ID which is at least specific for device family. Review Chip ID Intel FPGA IP Cores User Guide.- Nirrr

Does each MAX10 FPGA has a different value?I am using the chip_id IP in my design to read the chip ID value. So I want to know if I should expect the same value in my design, regardless of the FPGA (MAX10 only).

No, each chip ID is unique.
