MAX 10 VC suffix - any differences in functionality?

Hi all!

There is a new offer from the market for MAX10 FPGA, but with VC suffix, which means

C Device shipped in a carrier
V 5.0-V tolerant inputs

Is there a difference in functionality between chips with and without these suffixes?

I mean, timing parameters, any board design considerations, and so on.

And what does it mean - "Device shipped in a carrier"?
