Honored ContributorTry access this link (http://www.altera.com/download/os-support/oss-index.html) to download QII subscription edition. You must have license for this.
Also, you can check the comparison between QII web edition and QII subscription edition features (http://www.altera.com/literature/po/ss_quartussevswe.pdf).
