jtag not recoqnizing cyclone 4 ep4ce22e22c7

fpga is not getting detected ep4ce22e22c7n by jtag usb blaster from terasic

all bank voltages has been given 3.3v .

pin 4 of jtag is pulled high to 2.5v

epad is connected to ground

    i am using win xp and able to configure using epcs16 through active serial ...unable to detect device using jtag
