Regarding your inquiry on the known limitation of JESD204B IP max data rate in S10 ES, as I searched through the web data base, I come across this KDB which should be applicable to your use case. Based on this KDB, it seems like the max data rate supported by JESD204B IP for your specific ES part is 11Gbps. This could explain the link is not working at 12.8Gbps but working at 8.192Gbps.
