Is the internal oscillator frequency of MAXV devices always within the specified range of 3.9-5.3 MHz, or can it be the same for multiple chips?

When setting up the device in Quartus, it gives you the option to set the internal frequency to either 3.9 or 5.3 MHz. I can't find any info though that says that ALL MAXV devices set to 3.9 MHz will...
