There are several approaches to create a FPGA project. Some people will write their own RTL without utilizing the IP provided by Intel and some will. It depends on the needs. Let say if you are interested with certain IP, the best way is to refer to their own user guide. If you are still uncertain with it, you may check out our Intel video channel in Intel and also design example in Intel. Some of the design example for certain IP is available.
