Is it original or counterfeit part?

I would contact Altera about this since they could have some suggestions (and would want to know this as well). You might have ended up with grey market parts that have been desoldered from boards and damaged in the process (or were already damaged). Issues like these are fairly common and is why it's important to purchase parts from official channels.
