I am sure that I set all of them to "Use as regular I/Os" but still Quarus is producing the error as shown below(Selected configuration other than AS)

Error: Can't place multiple pins assigned to pin location Pin_F3 (IOPAD_X0_Y17_N14)

Info: Pin mem_we_n is assigned to pin location Pin_F3 (IOPAD_X0_Y17_N14)

Info: Pin ~ALTERA_DCLK~ is assigned to pin location Pin_F3 (IOPAD_X0_Y17_N14)
