Installation problems...

Been trying to install Quartus II on my personal Dell Inspiron dual core laptop ,running Windows 7, for three days. Tried everything including disabling firewall. Akamai keeps asking to choose new folder, over and over again. I can download files manually but get error when i try running executable. Nothing works.

Get the ISO (Altera calls them "DVD Files") files, burn/mount them, install and enjoy. I never used Akamai, it doesn't really help.

I'd actually recommend using individual files rather than the ISO. Before installing them verify the file using the procedure in the installation guide. An earlier release downloaded without and installed for me without error but there were several zero length files in the installation. Needless to say it didn't work very well. When I checked the files and re-downloaded the ones that didn't match it was fine.

I think there's issue related due to altera website upgrading process. You should try it now, mine used to have the same issue during website upgrade.

Give the latest Quartus II 15.0 a try to see if there is any issue. I am running it in my laptop. If issue still exist, you might want to contact Altera and see.

Other options would be to download from other machine into a usb drive, and copy the files to your machine.
