Input Adress Altera De2

I have altera DE2 with cycloneII

I'm configure input on GPIO_0[16] and I have active signal on this input whenever what I connect to input gnd or 3,3V

Is PIN_H23 correct adress to GPIO_0[16]???

    Yes that's the correct pin.

    On the DE2 system CD they have an excel file with all the pin assignments. If you don't have CD, you can download it from terasic.

    I have another question what is max input voltage signal to JP1/JP2 ports

    I have resistor 22kOhm connected between 5,6V from ATX power supply and input, and switch connected between input and ground.

    Is this to high voltage for altera's input??
