Input Adress Altera De2

I have altera DE2 with cycloneII I'm configure input on GPIO_0[16] and I have active signal on this input whenever what I connect to input gnd or 3,3V Is PIN_H23 correct adress to GPIO_0[16]???

I have another question what is max input voltage signal to JP1/JP2 ports

I have resistor 22kOhm connected between 5,6V from ATX power supply and input, and switch connected between input and ground.

Is this to high voltage for altera's input??
