I'm sorry, but can you specify the instruction?

"the switch is required to enable jtag function on hsmc connectors"

when you said 'the switch', are you referring to JTAG control DIP switch or MAX II control DIP switch?

I am not really sure what "Embedded USB Blaster Stratix III device + HSMC Port A" mean on JTAG setting table.
