How to install device Stratix IV in Quartus Pro23.4

you can't. Refer to Quartus device support documents. Stratix IV is only supported by Quartus Standard edition.

There are some devices only available for Quartus Prime Pro edition. You could see the one supported by:

Unfortunately, for the device you are currently using, only the Quartus Standard edition is available.

Arria 10 is the only device family supported in Standard and Pro.
