How do I place the GPIOs in tri-state until configuration is finished?

I found that GPIOs were driven high for 400MS before enter user mode when I used EP2C70 .I want to know what should I do if I want that GPIOs be driven tri-state or low before the device enter user mode?

    IOs are always tristated during configuration.

    What device are you using?
