Why don't you consult the Cyclone II hardware manual? Basically, the limitation isn't in the PLL rather than the maximum core clock respectively output toggle rate. So the answer depends on what you want to use the clock for, also on the device speed grade and the involved I/O standard.

my input clock is 50Mhz, and I need a 400Mhz clock to drive the internal RAM, but I'm not sure if it's available on EP2C5, didn't find it - Altera_Forum

Also the first lines of the Memory blocks chapter have a speed specification. For detailed overview of expectable device speed, refer to the performance table in cyclone ii device family data sheet/dc characteristics & timing specifications/timing specifications
