Help with cyclone iv (ep4ce6e22c8n)

As far as the physical connection goes, you need (3) 3.3V LVCMOS outputs, and (4) or (8) 3.3V LVCMOS bidir data lines.

Cyclone IV does not support direct connection to 5V I/O, so if your display will need to operate at 3.3V LVCMOS levels, or you need to add a voltage level translator between the FPGA and the display pins.
