OpenCores.org has lots of open source modules that are available for use. Search for 'I2C'.

Hello,
I dont have a design for MAX II, yet I have one for Cyclone V, and I have used Opencores I2C IP with its driver to read data from a sensor. Please send me your email so I can send you the design.
