It would be considerably cheaper to bolt an external RAM to your primary Cyclone 10 device...

However, if you really want to bolt two Cyclone 10 devices together via SERDES - it's very possible. I'm not sure what you want from a single 'virtual component'. However, there is IP for the SERDES and a relatively small amount of logic each end of the link should suffice.

You can connect by SERDED but also there is an option to connect throught EMIF IP for external RAM modules.
